DPH Immunization Information
Thank you for your interest in using DHIN as your centralized conduit to meet your Public Health immunization reporting and Meaningful Use requirement(s).
In order for you to successfully submit and meet your immunization data reporting requirement through DHIN, you will need to:

Organize your information in the proper electronic file format - VXU HL7
If your Electronic Medical Records system (EMR) is not currently enabled to generate a VXU HL7 compliant file, you may click here or view the PDF below for specific instructions for generating this type of file. You should forward this information to your EMR vendor contact as this is a very detailed and technical set of instructions. You will most likely require their help to successfully complete this update.
If your EMR is already VXU HL7 compliant, please consult with your EMR vendor to ensure all specifications are aligned with Delaware’s Division of Public Health (DPH) requirements. Please note that DPH requires a Delaware specific HL7 sending code (assigned by DPH) in the MSH Segment pertaining to the facility sending the message. Please contact DHIN by e-mail (Support@DHIN.org) for your unique four digit Sending Facility code.
Please note, the VXU HL7 format is the required file format for organizations intending to attest for Meaningful Use.
Transmit the properly formatted electronic file in a safe and secure manner
Immunization data will need to be sent via a secure electronic channel to the DHIN. We are currently developing three methods for submitting this information:
- VXU HL7 Interface (Primarily for large organizations & large EMR vendors)
- Secure File Transfer Protocol transmissions (SFTP, for organizations without an interface), or
- Secure DIRECT Messaging (Primarily for individual practices)
Instructions for these methods are currently being developed by DHIN and will be available soon. You can then choose the best transmission method to meet your organization’s needs.
